On Improvement
A town replaced its public benches every ten years.
The first benches were wood. They weathered, splintered, and required repair. Still, people used them. They sat where stopping felt natural, not always where planners had expected.
When replacements were commissioned, durability became the priority. The new benches were metal, bolted into concrete, resistant to weather and wear. They were placed at even intervals.
They lasted longer. Complaints declined. Maintenance costs dropped.
People sat less often.
This went unnoticed at first. The benches were present. They met specifications. They were counted and inspected. Over time, the habit of stopping faded. People leaned against walls instead, or paused briefly and moved on.
Years later, the benches were improved again. They were engineered for comfort, angled precisely, made of composite materials. Placement was adjusted according to foot traffic. Everything about them was correct.
They were rarely used.
A committee was formed to understand why.
Several explanations were offered. The pace of life had changed. People preferred motion. The measurements were thought to be incomplete. The benches themselves could not be at fault; they were superior by every available measure.
One member suggested reinstalling an old wooden bench, temporarily, near the market.
It was imperfect. The legs were uneven. The surface was worn smooth in places, rough in others. It did not meet current standards.
People sat on it.
They sat briefly, then longer. Bags were set down. Conversations formed. No one mentioned the bench.
The committee recorded the result and removed it, citing inconsistency.
The town continued improving its benches.
Years later, a review of the records showed that each replacement had solved the previous problem while introducing a new one. Durability replaced repair. Precision replaced habit. Optimization replaced use.
The benches had not failed because they were poorly designed.
They failed because improvement had been measured only against the last defect.
